Is there a QUICK and easy way to ENCODE mpeg4 movies to video Cd format files Then I can burn directly to cd and thus have a vcd which I can view in a dvd player. (using Nero, it takes me an average 3 hours to encode a mpeg4 feature movie) I like Video cd,s because I can avoid the computer, and its quicker ..

You should be able to use the MPEG-1 file to make a VCD without doing all the re-encoding involved with the MPEG-4.
